As a hairdresser who has always had its own tools I can not understand that beauty therapists, why not?

Can anyone please explain to me what this is? You and only Australia? I've always used my own tools, such as barber scissors, combs, brushes, hair dryers, irons and tongs. But not with the girls of beauty treatment, not having their own tools in my classroom. I think its strange, do not have to provide their own tools in TAFE / university? Please let me know?
