Black Hair Care Help! Irreparable damage?

HELP! My hair is a couple of inches below my shoulder, thin and badly damaged. Once a year Over the past eight years I have cut it to my earlobes thinking I'm cutting the damage. But for some reason, the damage comes back, starting at the same place, then I'm back to cut again. From the roots down about 2-3 inches does not seem damaged. The rest is super curly, breaks and looks horrible. I only get my hair relaxed and when wet, it seems as if not relaxed at all. It seems that virgin hair. My mother is a beautician and I have been to another facility Beauty and only can not seem to understand what is wrong. They have tried this and that the "best shampoos and conditioners, but still the same. I remember all the time that damaged the first time I was using a high frequency comb (Scalp Massage). I wonder if this is what could have caused this damage. Anyone know what could be the problem and how I can get my hair healthy? Or is it permanent damage?
