Yes, you can use the card reader at any time too view whatever pics are on the card. You do not need the camera.
Your computer sees the card reader (with memory card inserted) like a removable hard drive. You can open any pics and files for viewing. Just look in My Pictures and navigate to the new drive letter. Then find the right folder and the pics!
If you wish, you can also Copy pics from the card onto your hard drive. I use this method rather than the bulky software that came with the camera.
