Shell32.dll error windpws start singing!?

I was playing with my laptop, after it restarted the thing that gives me a message saying the file is missing or corrupt shell32.dll reinstall to start running again. Then click OK, i just a screen black with the mouse, however, I can access the ctrl + alt + point but not the task manager (myself gives massage). How I can fix this without seeing anything, is another way to restore your system, help me plzzzzzzzzzzzz. PS thanks lol iam the only user and do not I have a repair disk to start or Windows 7 OS.
