Help! best way to get the mini latex dress? I know they are supposed to use baby / talcum powder, but how?

I have heard the best way to wear a rubber dress is the use of talcum powder for babies to put on the dress, not yourself about, is that correct? if so, how put it in the dress without turning a black dress, white and making a mess? please help, I want to try! lol, thanks!
