The electrical outlets in a house divided as to the amount of energy you can get?

I have an Infrared Massager Wullstone which is heated to 127F. Some outlets in the house does not seem to enable it to get hot. Does anyone know what's up with that?

Yes That is why ovens, air conditions and washer / dryers have dedicated outlets. A group of outlets is usually controlled by a single fuse. So it all depends also what other devices are connected to that circuit. For example, if you have an electric heater on the same circuit, massage can leave even earlier.
