Can any females Help Me, I'm Trying to grow my hair?

First I am a man. I'm trying to grow my hair for a new hair style I want to try, but it seems that my hair does not grow as use it for (about 1 inch a month). I've always had a hair cut low and would have to get cut every week or two doing that grew so fast. About 18-months ago I cut all my hair and was a bald head for a while then regrew my hair and I realized that my hair does not grow as use him, which lasts about 3 months to grow an inch.
